After the horrific bombing in Riyadh over the weekend, The Associated Press notes the subsequent condemnation of Iranian Foreign Minister Kamal Kharrazi:
"Killing of innocent women and children in the fasting month of Ramadan runs counter to the Islamic values and the human ethics."
Why does he have to qualify this statement as applicable during Ramadan?
